ACERC is a think tank centre with focus on the Albania energy market and its integration in the regional IEM. The Acerc mission base on the in-depth knowledge of EU and regional energy law and policy and strives to provide a qualified contribution to the promotion of the liberalization and effective integration as well as efficient use of energy resources.

Acerc
main activities briefly consists in build-up collaborations and supports to market players in study researches such as the certificate reports, articles and periodicals. The transfer of high expertise through building-up institutional capacities by national and regional training courses, seminars and conferences. The institutional representation and integration within framework of the forum of Albanian School of Regulation.

TAP progresses procurement in 2014 and publishes bidders’ lists to support potential subcontractors, 29 January 2015


During 2014, Trans Adriatic Pipeline AG (TAP) launched its procurement process for goods and services for the TAP project. This has progressed in 2014, with TAP inviting all and any companies - including those in its host countries (Greece, Italy and Albania) – interested in working for TAP, to take part in the pre-qualification process in order to potentially qualify for the Invitations to Tender (ITTs). During the pre-qualification, TAP assessed all companies who applied against TAP’s list of requirements for each contract. This included assessing relevant experience, capacity, financial standing and the companies’ ability to meet TAP’s high standards on Health, Safety and Environment and demonstrate a zero harm policy.

A summary of the pre-qualification notices in 2014 is listed below:

  • Access roads and bridges in Albania
  • Engineering, Procurement and Construction (EPC) onshore pipeline construction (Albania and Greece)
  • EPC stations (Albania and Greece)
  • Large diameter ball valves
  • Gas turbine turbo compressor units
  • Line pipes and bends onshore

Subsequently, the following ITTs were issued to a number of successful applicants, including companies from TAP’s host countries in Greece, Italy and Albania.

  • Access roads and bridges in Albania
  • EPC onshore pipeline construction (Greece and Albania)
  • EPC stations (Greece and Albania)
  • Large diameter ball valves
  • Gas turbine turbo compressor units

Looking ahead for 2015, TAP plans to issue the ITT for line pipes and bends onshore as well as launch the pre-qualification and invite successful candidates to tender for the following contracts:

  • EPC onshore works in Italy (Pipeline Receiving Terminal station and pipeline)
  • SCADA (Supervisory Control And Data Acquisition) system
  • Engineering, Procurement and Construction Installation (EPCI) offshore pipeline construction
  • Line pipe offshore
  • Fibre optic cable

TAP expects to award the majority of these contracts during the second half of 2015.

Enhancing collaboration between potential subcontractors and TAP’s EPC contractors

TAP has also undertaken a number of activities to facilitate collaboration between TAP’s EPC bidders and potential subcontractors. This includes the hosting of supplier networking events in Greece and Albania in 2014 and 2015 as well as a further event in Italy planned for 2015.

The first of these events was launched in Albania in October 2014 (see here) and was followed by two further events in Greece (see here) and one in Albania (see here) in January 2015. These events brought together pre-qualified bidders and potential subcontractors to network and explore opportunities for collaboration with respect to TAP’s contracts.

In line with the above supplier networking events, TAP has decided to disclose the list of bidders in relation to the below listed contracts, to facilitate potential opportunities for companies interested in working as subcontractors:

TAP has also created an online registration platform on its website, where potential subcontractors interested in working for one of TAP’s contractors can register their details. TAP encourages suppliers to use the online registration tool and will share the contact details of registered suppliers with the relevant EPC bidders /contractors.
