ACERC is a think tank centre with focus on the Albania energy market and its integration in the regional IEM. The Acerc mission base on the in-depth knowledge of EU and regional energy law and policy and strives to provide a qualified contribution to the promotion of the liberalization and effective integration as well as efficient use of energy resources.

Acerc
main activities briefly consists in build-up collaborations and supports to market players in study researches such as the certificate reports, articles and periodicals. The transfer of high expertise through building-up institutional capacities by national and regional training courses, seminars and conferences. The institutional representation and integration within framework of the forum of Albanian School of Regulation.

Ministria e Energjetikës njoftoi me 06.09.2016 ndërtimin e 6 HEC-ve të reja me kapacitet 2 MW në përputhje me Ligjin nr. 43/2015, datë 30.04.2015 “Për sektorin e energjisë elektrike”, dhe VKM nr. 822 datë 07.10.2015 “Për miratimin e rregullave dhe procedurave të ndërtimit të kapaciteteve të reja prodhuese të energjisë elektrike, që nuk janë objekt koncesioni”, teksa nga korriku 2016 ka njoftuar dhënien e 14 lejeve per ndërtime te HEC-ve të reja.

- Njoftim për ndërtim të HEC "PAULINI & PAULINI1" me kapacitet prodhues deri në 2 MW.

Aplikuesi “PARDA - ER” SH.P.K., ka aplikuar në Ministrinë e Energjisë dhe Industrisë, për miratimin e ndërtimit të hidrocentralit “PAULINI & PAULINI 1”, me kapacitet prodhues nën 2 MW, në pellgun ujëmbledhës të lumit Urakës, degë e lumit Mat, Rrethi Mirditë, Qarku Lezhë.

- Njoftim për ndërtim të HEC "BUSHI & BUSHI 1" me kapacitet prodhues deri në 2 MW.

Aplikuesi “MATEO&CO” sh.p.k., ka aplikuar në Ministrinë e Energjisë dhe Industrisë, për miratimin e ndërtimit të hidrocentralit “MURASI 1 dhe MURASI 2”, me kapacitet prodhues deri në 2MW, në pellgun e Cemit të Selces, në Qarkun Shkodër.

- Njoftim për ndërtim të HEC "BUGJON" me kapacitet prodhues deri në 2 MW.

Aplikuesi “KTHELLA” SH.P.K., ka aplikuar në Ministrinë e Energjisë dhe Industrisë, për miratimin e ndërtimit të hidroҫentralit “BUSHI & BUSHI 1”, me kapacitet prodhues nën 2 MW, në përroin e Gurit të Topit dhe përroin e Perlikajt, degë e lumit të Zallit i Tarit, Bashkia Mirditë, Qarku Lezhë.

- Njoftim për ndërtim të HEC "RAZDOLL" me kapacitet prodhues deri në 2 MW.

Aplikuesi “HIDRO VIZION” SH.P.K., ka aplikuar në Ministrinë e Energjisë dhe Industrisë, për miratimin e ndërtimit të hidroҫentralit “RAZDOLL”, me kapacitet prodhues nën 2 MW, në pëllgun e përroit të Razdollit, në fshatin Rehovë, Bashkia Kolonjë, Qarku Korçë.

- Njoftim për ndërtim të HEC "MASHURDH" me kapacitet prodhues deri në 2 MW.

Aplikuesi “SIMA-COM” SH.P.K., ka aplikuar në Ministrinë e Energjisë dhe Industrisë, për miratimin e ndërtimit të hidroҫentralit “MESHURDH”, me kapacitet prodhues nën 2 MW, në pëllgun e përroit të Meshurdhit, degë e lumit Fan i Madh, në fshatin Gojan, Rrethi Pukë, Qarku Shkodër.

New Power Line to Link Albania to Macedonia, Fatjona Mejdini, BIRN, 26 Jul 16, Tirana

A German bank loan of 50 million euros opens the way for the construction of 126km high voltage 400kV line from Elbasan in Albania to Bitola in Macedonia, designed to integrate the energy trade in the region.

Albania's government on Tuesday will sign an agreement for a loan of 50 million euros with the German state-owned development bank KfW, that will open the way for the construction of a high-voltage 400kV interconnection line with Macedonia.

The project that in Albania will start in Elbasan and will end in Bitola in Macedonia has been mulled for a long time between the two governments.

The total cost is estimated at 70 million euros. Besides the loan from KfW, funds will come from the Albanian Transmission System Operator, OST, and from the EU.

Once financial cover for the project is arranged, work in the field is expected to start at the beginning of 2017 and finish in 2018.

The new energy line with Macedonia comes after Kosovo and Albanbia finished another high-voltage 400kV power line that will enable higher levels of energy exchange between mostly lignite-powered generation capacities in Kosovo and the hydro-generation capacities of Albania.

Pajtim Bello, chairman of the Supervisory Board of OST, told BIRN that the construction of the line with Macedonia will complete Albania's plan to connect itself with its neighbours by land.

"After the high inter-connection voltage lines that we built with Montenegro, Greece, and Kosovo, Macedonia is the last one. After that, Albania will finally able to transmit and receive energy from all over the region," he stated.

Bello said the the project was important in terms of integrating regional systems of electricity, increasing energy security and enabling Albania and Macedonia to develop an energy market.

The project also creates new energy opportunities for the south of Albania. "We aim to stimulate the Fieri region - a big local energy consuming area - to returning to an energy production region. The interconnection line will enable access for energy production through gas, wind, and sun," he said.

In December 2015, when the project was first floated at a roundtable of officials of the two countries, the Albanian Energy Minister, Damian Gjiknuri, said the high-voltage line with Macedonia would not only connect up the regional energy market but create opportunities for energy transmission to Italy as well.

"The line will open up an opportunity for a connection by an underwater cable with Italy and the European Union," he stated.

Konçesion për prodhimin e energjisë nga mbetjet, Scan Tv, 14.07.2016

Vetëm pak muaj nga tryeza ku Korporata Ndërkombëtare Financiare dhe USAID lakuan se përpunimi dhe menaxhimi i mbetjeve janë një fushë potenciale për zhvillimin e partneriteteve private publike Ministria e Mjedisit ka vënë në zbatim procedurën e parë.

Fieri do të jenë qarku i parë që do të ndërtojë dhe administrojë një impiant të mbetjeve urbane ku përmes djegies do të të prodhohet edhe energji termike. Në garë aktualisht me një bonus të përfituar para të tjerëve është kompania që ka kryer edhe studimin e fizibilitetit “Building Construction & Green Energy”.

Por cilat janë në fakt specifikimet teknike të projektit. Ky impinat do të ketë një kapacitet tretës prej 180-200 tonë në ditë mbetje, fuqia termike do të jetë 18.4 megavat, kurse ajo elektike 3.85 megavat, kurse prodhimi vjetor do të jetë 28.7 milionë kwh energji.

Por çfarë do të përfitojë në fakt qeveria nga ky koncension. Sipas përllogaritjes së bërë në kontratë tarifa nuk do të jetë më pak se 2 për qind e të ardhurave totale nga shitja dhe ushtrimi i aktivitetit.

“Vlera e Fee Koncesionare do te jete vlera në lekë që koncesionari do ti jap Autoritetit Kontraktor si pagesë për të drejtën e ushtrimit të kesaj kontrate koncesionare/ppp. Fee Koncesionare do të jetë jo me pak se _2_ % e të ardhurave totale nga shitja gjatë ushtrimit të aktivitetit. Ofertuesi që ofron më shumë do te marr pikët maksimale”, thuhet në dokumentin e koncensionit.

Mbyllja e procedurës për paraqitjen e ofertës pritet që të jetë fillimi i muajit shtator.

Shpallja e rezultatit të procedurës konkuruese për ndërtimin e HEC-it “Poçem”

Komisioni i dhënies me koncesion për ndërtimin, shfrytëzimin dhe transferimin tek Autoriteti Kontraktor të hidrocentralit “Poçem” ka përmbyllur procedurën e garës duke shpallur fitues bashkimin e dy shoqërive turke “Ayen Enerji Anonim Şirketi” dhe “Çinar-San Hafriyat Nakliyat Inşaat Turizm San Ve Tic Ltd.Şti”.

Në zbatim të Ligjit nr. 125/2013 “Për koncesionet dhe partneritetin publik-privat”, i ndryshuar; VKM nr. 575, datë 10.7.2013 “Për miratimin e rregullave të vlerësimit dhe të dhënies së koncesioneve/partneritetit publik-privat”; VKM nr.576, datë 10.7.2013 “Për miratimin e rregullave për identifikimin, vlerësimin dhe dhënien e koncesioneve për hidrocentralet” dhe të Dokumentave Standarte të koncesionit, Komisioni ka administruar ofertën e vetme të paraqitur nga bashkimi i dy shoqërive duke verifikuar dokumentacionin ligjor dhe atë ekonomiko-financiar, proces i asistuar nga “Mercados”, konsulenti i përzgjedhur nga BERZH.

Gara u zhvillua përmes një tenderi të hapur ndërkombëtar dhe të njoftuar në një gazetë ndërkombëtare për një periudhë 7 ditësh. Në përfundim të vlerësimit, Komisioni klasifikoi Bashkimin e Përkohshëm të Shoqërive “Çinar-San Hafriyat Nakliyat Inşaat Turizm San Ve Tic Ltd.Şti” dhe “Ayen Enerji Anonim Şirketi”, si ofertë të vetme dhe e shpalli atë fituese të procedurës konkuruese.

Hidrocentrali ka një vlerë investimi të parashikuar mbi 100 milion euro, prodhimin e energjisë parashikohet të arrijë në 305,393,504 kWh; fuqia e instalizuar 99,500 kW ndërsa koha e zbatimit të punimeve 36 muaj pas marrjes së lejes së ndërtimit.

Karakteristikat e hidrocentralit:

- Prodhimi i energjisë elektrike 305,393,504 kWh

- Fuqia e vendosur 99,500 kW

Trans Adriatic Pipeline Holds Ceremony to Mark Start of Construction 17 May 2016

Thessaloniki, Greece. Under the auspices of Alexis Tsipras, Prime Minister of the Hellenic Republic, the Trans Adriatic Pipeline (TAP) marked the start of construction of the pipeline project.

The significance of TAP as a strategic piece of the Southern Gas Corridor infrastructure, which will bring initial volumes of gas from Azerbaijan to Europe, was underlined by the presence of the Prime Minister of Georgia Georgi Kvirikashvili, the First Deputy Prime Minister of Azerbaijan Yaqub Eyyubov, the Deputy Prime Minister of Albania Niko Peleshi, the EU Vice President for Energy Union Maroš Šefčovič, the US Special Envoy and Coordinator for International Energy Amos Hochstein, the Minister of Energy of Turkey Berat Albayrak, the Minister of Economic Development of Italy Carlo Calenda, the Minister of Energy of Bulgaria Temenuzhka Petkova, as well as the Switzerland State Secretary Federal Office of Energy Walter Steinmann.

The Prime Minister of the Hellenic Republic, Alexis Tsipras, stated amongst others in his speech: “The beginning of construction for the Trans Adriatic Pipeline, TAP, is taking place at a pivotal time for the Greek economy and our wider region. With regard to the project’s financial aspect, ensuring Europe’s energy supply as well as diversifying its energy sources and routes constitute the foundation stone of both our country’s energy strategy and the overall European planning.” “As for its geo-strategic aspect, this project can contribute to energy becoming a bridge of collaboration and prosperity for everyone in our region.”

Shareholders from BP, SOCAR, Snam, Fluxys, Enagás and Axpo and over 300 high-level guests attended the event. The ceremony concluded with the signing of a pipe casing.

Ian Bradshaw, Managing Director at TAP, commented: “Today’s event marks a major milestone for the Trans Adriatic Pipeline, our shareholders and for the energy landscape of Europe. After winning the bid in 2013 and working diligently to prepare for this moment, we are delighted to have started constructing the pipeline – a strategic project for Europe transporting new sources of Caspian gas via a new route commencing in 2020 and for years to come.”

“Our commitment to this project along with the endorsement of all parties present here today will help ensure that we deliver gas to European markets on schedule, bringing significant economic benefits to both our host countries and the countries where Caspian gas will be sold. TAP will also help integrate and diversify Europe’s energy supply, making a significant contribution to improving its energy security.”

In the context of the inauguration ceremony, the Greek Minister of Environment and Energy Panos Skourletis stated, regarding the overall significance of the project: “Today, we have proceeded from the concept of a very significant energy project of global impact, to its implementation. We go from theory to practice, in order for Greece to set a new course entailing growth for all. TAP’s importance transcends our country’s geographical borders and the short-term timeframe. It constitutes a special kind of infrastructure pertaining to the energy sector, which can support great endeavours and long-term plans. We will continue towards that direction, in order for this type of energy infrastructure to enable further support to everyone’s development efforts, as well as Greece’s dynamic interaction with the other countries of either energy flows or needs”.

The 48 inch diameter Trans Adriatic Pipeline, which constitutes the European leg of the Southern Gas Corridor, is a gateway project that will deliver 10bcm/a of new Caspian gas supplies to Europe from 2020.

TAP Awards Compressor Stations Contract to Italian-Greek Joint Venture , MEDIA RELEASE, 04.05.2016

Trans Adriatic Pipeline AG (TAP) has selected a joint venture comprising Renco S.p.A (Italy) and Terna S.A. (Greece) for the Engineering, Procurement and Construction (EPC) of the project’s compressor stations.

In Greece, the award covers the provision of engineering, procurement, construction and commissioning of one compressor station at Kipoi, near the Greek-Turkish border.

In Albania, the award covers the provision of engineering, procurement, construction and commissioning of one compressor station at Fier, and one metering station at Billisht. The metering station is designed to measure natural gas coming from the Greek section of TAP.

The construction of the compressor stations is planned to start in the second half of 2016 and it will take approximately two years to complete. The compressor stations will be built in accordance with the highest international industry standards on health and safety, located away from highly populated areas, and causing minimum impact on the environment and local communities.

The contract for the supply of six gas turbine turbo compressor units to be incorporated into the compressor stations was awarded in September 2015 to Siemens.

TAP Awards Offshore Construction Contract to Saipem SpA14 April 2016


Baar, Switzerland. Trans Adriatic Pipeline AG (TAP) has awarded to Saipem SpA the contract for Engineering, Procurement, Construction and Installation (EPCI) for the offshore section of the project. TAP’s 36-inch offshore pipeline across the Adriatic Sea – between the coastlines of Albania and southern Italy – will be approximately 105 km in length, down to approximately 820 meters below sea level at the deepest.

The EPCI scope comprises associated civil works at the landfalls in both Albania and Italy (including micro tunnel), offshore pipeline installation, offshore fiber optic cable supply and installation, as well as pre-commissioning and survey activities. The coated offshore 36-inch line pipes, the anodes and the buckle arrestors will be provided by TAP.

In 2015, TAP has awarded several contracts: construction and rehabilitation of access roads and bridges in Albania (April 2015), large diameter ball valves and actuators (July 2015), turbo compressors (September 2015), fittings, isolating joints and scraper traps (October 2015), 270km onshore line pipe and bends (October 2015), 495km of onshore line pipes (November 2015) as well as Italy onshore pipeline construction and pipeline receiving terminal (December 2015). Prequalification

Ref.: International, open Tender for engineering design and project management services (implementation consulting services) required in the construction of new and extension of existing high-voltage power transmission infrastructure in Albania

Project Measures:

a) Construction of a 400 kV single circuit transmission line between Elbasan and Qafe-Thane (Albanian/Macedonian border);

b) Construction of a 400 kV single circuit transmission line between Elbasan and Fier;

c) Reconstruction and extension of 400 kV substation Elbasan 2;

d) Reinforcement and extension of 400 kV the substation Fier.

Requested Services: Implementation services required for the completion of the above measures. The estimated duration of the services is thirty-six (36) months. The services are to be provided by a team comprising of international and local long-term consultants and other professional and administrative support staff.

The prequalification of experienced Consultants is subject to the regulations contained in the “Guidelines for Assignment of Consultants in Financial Co-operation Projects” (see www.kfw-entwicklungsbank.de). The contract will be awarded to a Consultant firm fulfilling the criteria stipulated in the Invitation for Expressions of Interest, including a minimum average annual turnover in the past three years of 5 million Euros.
